Stage 2 Considerations
- Racers must use the latest version of the Racing + client and r+ mod (found in steam workshop) at the time that the race starts. (Subsequently, this means that you must play on the PC version of the game, since the other versions are not moddable.) The racing+ client can be found here
- There will be 2 brackets for Iotr3. Seeded races will have the seed and item chosen by the Racing+ client.
- In the seeded matches each person will have one "veto" for the items. In the event of the race being unseeded, each racer will have no veto.
- If a start does not function properly on a character. You may re-roll without using up your veto for the match.
- Racers must use the "BLCK CNDL" seed (which is the "total curse immunity" Easter Egg).
- Racers must use a fully unlocked afterbirth+ save file. (If you don’t already have one, you can get one here.)
- Racers must play on the normal difficulty.
- Racers will agree on a character to run each race using a pick/ban format.
- Racers will go to Random.org and use the coin flip option. (Winner chooses first.)
- Each racer will ban 3 characters.
- Once ban phase is over whoever scored highest will choose a character.
- Once the race is done and the next round is about to start. The racer that did not pick will then choose a character.
Example: Mary goes to random.org. Billy picks heads. Mary flips the coin. Mary wins. Mary gets to choose the first character to ban. Billy chooses second character to ban and so on, until 6 characters have been banned. Mary then chooses the first character to run. Race commences. When the race is done and it is time for the next race, it is now Billy's turn to choose a character to run.
- Racers cannot use a character more than once per match.
- Racers will race to the end of The Chest.
- Time begins when the Racing+ client says "Go"
- Time ends on touching the trophy after Blue Baby is defeated.
- If the player receives the “game over” screen after the chest has dropped, their time will not count. (Essentially, this means that you have you to survive until the room is completely empty of danger.)
- If the player dies after the chest was dropped and spawns in the previous room, the player will have to re-enter the room. Time ends on touching the trophy.
- Racers are not allowed to use co-op babies during their run.
- Racers are allowed to save and quit, except if they are playing as the Lost and have their Holy Mantle deactivated.
- Racers are allowed to use any glitches.
- Racers are allowed to use any programs that read the game's log file, such as the Rebirth Item Tracker.
- Racers are not allowed to use any programs that read the game's memory, such as Missing HUD 2.
League Format Stage 1
- The league will be a Swiss-system tournament.
- Each match will be a best of 5 (which will usually take somewhere between 1 and 2 hours).
- 1 point will be awarded for winning a match. (It does not matter if you win 3-2 or 3-0.)
- The first round match-ups are seeded based on Krakenos' true skill algorithm, which is based on all previous tournaments. Racers who have not participated in a tournament will be randomly seeded below this.
- Each round will last a week. During this week, a player will be expected to schedule and play a best of 5 with their opponent.
- The amount of rounds will depend on how many players sign up. For example, according to SwissTriangle.net, if 26 players sign up, there will be 6 rounds.
League Format - Stage 2
- 8 players will advance from the stage 1 to stage 2.
- The 7 players with the best win/loss record during stage 1 will advance to stage 2.
- Tiebreakers will be determined by looking at the sum of the opponents’ wins.
- (If this is not enough to solve the tie, the sum of the opponent’s opponents wins will be used.
- If this is still not enough, the sum of the opponent’s opponent’s opponents win will be used, and so forth.)
- The last player to advance will be a “wildcard” player. The wildcard player will be chosen from a streamed random.org weighted roll that is based on the number of wins during stage 1. Thus, the more wins a player gets, the more likely he is to be chosen in the weighted roll. (This means that even if a player is not performing well, they still have incentive to get as many wins as they can
Tournament Format - Stage 2
- The second stage will be a double elimination bracket tournament that takes place over the course of two days.
- Players will be seeded into the bracket based on their statistics from stage 1.
- Each match will be a best of 5 except for the finals, which will be a best of 7.
Streaming
- You must be able to stream your matches on Twitch.tv.
- Furthermore, it is highly recommended that you locally record your match in addition to streaming it online.
- You are allowed to watch your opponent's stream during the race.
- You are not allowed to password protect your stream.
- Your stream must be relatively smooth and not dropping any frames. If your opponent’s stream is not meeting this criteria, you have the right to have a referee review the quality and force a reschedule and/or a disqualification.
- You must use a timer during your race such as WSplit or Livesplit. The timer must clearly be shown on your stream.
- Your streaming account should be set to automatically record all of your broadcasts. Not having a public past broadcast is grounds for disqualification.
- If you are not using an item tracker that shows your current seed, at the end of each race, you must bring up the in-game pause menu so that the seed is clearly shown.
- You are not allowed to use the "Delay" feature of Open Broadcaster Software. (By default, this feature is set to 0.) If your opponent's Internet connection is bad and they have a high latency, you have the right to request a referee to review the latency and disqualify them. Disqualification in this respect is up to the discretion of the referee.
- If your opponent’s stream goes down, do not pause.
- If your opponent’s stream has gone down at some point during the match and you take issue with the match result, you have the right to have a referee review the video evidence and force a disqualification.
Scheduling
- Each round will start at 00:00 PST on a Monday and last a week, which means that players will need to schedule and play their match before the subsequent Monday.
- The IoTR Discord server will be the hub for communication. Each league player will receive an invite to this server. Once there, contact your opponent directly to schedule a match when it is most convenient for you.
- If a player fails to show up for their scheduled time, attempts should be made to reschedule as long as there is still time left in the week.
- If your opponent does not respond to any attempts to contact them, please contact a referee for further instructions. If they are unresponsive for the entire week, you will likely be given the win.
- If both players have not contacted each other, a tie will be given for the match.
- If both players are not able to schedule a time to play and one player was largely unavailable during the week, the win will go to the other player (at the referee's discretion). If both players have roughly equal time constraints, a tie will be given for the match.
Communication During Your Match
- It is recommended that racers use the racing+ client to do your weekly races.

Reporting a Match Result
- Reporting will be done through the Google Sheets page:
- Log into a Google account (they are free) and then view the aforementioned Google Sheets link.
- Click on the Match Reporting tab on the bottom.
- Click on the "View only" blue button at the top and click "Request edit access".
- After you are granted you access, you will be able to fill in the cell that corresponds to your match with the score.
- If both players have not reported a match result and the referees are unable to contact either player to determine the winner, a tie will be given for the match.
Close Races and Re-timing
- Any player may request that a close match be re-timed by a referee. The referee will download the past broadcasts or local recordings for both runs and compare the first frame of the inventory showing and the first frame of the chest drop showing. The differential between the timer values for these two frames will determine the winner.
- For this reason, if a player does not have an uninterrupted past broadcast or local recording, they will be disqualified for that race. Similarly, if they do not have a timer program (such as WSplit or LiveSplit) shown on screen, they will be disqualified for that race.
- Since re-timing is a very time intensive activity, it does not make sense for both players to sit and wait for the ruling before continuing the best of 5. Even if a player requests a re-time, both players should continue the match and play as many games as it takes to resolve the best of 5 in the case of either player winning the tie-breaker.
Cheating
- Due to the large size of the tournament, the referees will not have time to review every single race. Thus, if you feel that something fishy is going on, you should look through your opponent’s video and/or replay their seed to try and find evidence of cheating. If you do, please report it to the referees.
- The referees retain the right to determine whether the given evidence is enough to disqualify a player or not.
When Things Go Wrong / Disqualification
- During a race, several things can go wrong, such as computers crashing or real life emergencies. In these situations, it is up to your discretion whether you want to pause or not. Players are under no obligation to pause for their opponent.
- If a player does not have video proof of their run, their opponent can force a disqualification for that race. This is why it is highly recommended to locally record your race in addition to streaming it online; if your internet goes down, you can continue your run and use the local recording as evidence. For this reason, if your opponent's stream goes down, you should not pause.
- If a player has a choppy stream or the stream is bad quality, their opponent can force a disqualification for that race. This is because a racer is expected to make decisions upon information that they receive from their opponent's stream.
Referees

- To contact a referee, send them a message on the Discord server.
- Players who are also referees cannot officiate their own matches. xUnhingedMoose is the master referee and is playing in the tournament; he has the ability to override decisions made by the other referees.
- Please note that a referee has the right to make a ruling even if the rule does not exist on this page or it contradicts a rule on this page. At the end of the day, the rules cannot cover every situation that requires common sense. Ultimately, the referees have the power to preserve fairness if there are attempts to "rule lawyer" the system.
Referee Rules
- If a referee needs to address the players for any reason in the middle of a race, they will first join their Discord voice channel and say "pause now please".
- A pause request can throw the result of a close race in question. If a pause is required, it is up to the discretion of the referee whether to start the match from scratch or not.
Stage 2 Considerations
- Racers that make it to the finals will be expected to work with the commentators in order to find a time that works for all parties involved.
- If scheduling conflicts prevent a finalist from participating on the two days chosen to broadcast the finals, the next-highest player from stage 1 will be chosen to replace them. (Steps will be taken to try to prevent this from happening if at all possible.)
- Racers will be required to use the Discord voice chat during stage 2 for the purpose of communicating with your opponent and the referee.
- Racers will be required to use a 16:9 in-game resolution during the finals so that it can be properly restreamed. (This is not required for the league.)
- Racers are required to follow any instructions that the referee issues, including pause requests.
